Naval sub base expands cogen, efficiency

The Naval Submarine Base New London in Groton, Conn., will be expanding its on-site cogeneration capacity and microgrid system, along with other efficiency upgrades, through an $83.1 million energy savings performance contract.

These upgrades, implemented by NORESCO, will allow mission-critical piers and nuclear submarines in port to be ensured 100% of their power needs during grid outages. The ESPC project will also include new microgrid capabilities with electrical infrastructure upgrades, steam distribution system improvements, new LED lighting, and a new base-wide cybersecure energy management controls system.

"NORESCO is honored to support Submarine Base New London's critical mission with enhanced resiliency, providing uninterruptible power generation capacity to the base and the submarines on the waterfront," Natasha Shah, vice president of NORESCO, said in a statement. "The Base has now become a part of our Navy portfolio of 34 ESPC projects, totaling more than $1 billion in guaranteed savings."

NORESCO will also provide the base $64 million in operations and maintenance support over the 18 years of the contract. The base will subsequently pay NORESCO for these services with the money saved through these energy upgrades.
